President

Heather is the proud mom of Joey, a current 6th-grader who experienced his Kindergarten year at Nebinger during Covid-era virtual learning. Deeply impressed by the dedication of the teachers and faculty during that tumultuous time, Heather was inspired to support the school community in every way she could. Her dedication to Nebinger remains as strong today as it was then.

She is honored to be entering her second term as PTA President. Over the past year, she has worked to strengthen the PTA and the programs it supports. The Nebinger Cares Campaign, launched in 2025, focuses fundraising efforts around specific budget line items and align them with monthly goals. This allowed the PTA to increase transparency, highlight the many ways PTA funds benefit Nebinger's students, and give families the opportunity to support the causes that matter most to them.

She has worked diligently to ensure that PTA resources are used thoughtfully and effectively. She and Mrs. Grace collaborated to restructure the Drama Club program so that a greater portion of funding went directly to the teaching artists who work with our students, while also reducing administrative costs by $1,500. At the same time, she has remained actively involved in the daily life of our schoolwhether painting sets for school productions, volunteering at book fairs, assisting with the holiday shop, supporting field day, or helping wherever additional support was needed, she has always believed that leadership begins with service.

Heather is a Philadelphia native with a background in restaurant management and event planning. When she's not working, she spends most of her free time shuttling Joey around to his various extracurricular activities; however, she also enjoys reading, cooking, and watching the Phillies.

SAMANTHA KOZACZKI

A Bucks County, Pennsylvania, native and proud Passyunk Square enthusiast, Sam returned to Philadelphia 12 years ago after spending many young adult years in both Baltimore and Pittsburgh.

 

By day, she works as an insurance nurse, and her favorite role is being mom to second grader, Kennedy. Sam is fluent in sarcasm, grounded in integrity and transparency, and believes that strong communities are built through honest communication and active involvement. Sam is dedicated to strengthening the Nebinger community and helping create the best possible experience for every student and family.

ANNIE FERNANDEZ

Annie is a proud mom of six, with two of her children currently attending Nebinger. After working closely with the PTA over the past year, she is thrilled to officially join the Board as Vice President and continue supporting the community.

Annie grew up between New Jersey and New York City, but Philadelphia has always felt like home. It is where her children were born and where her family has put down their roots.

A member of a creative family, Annie loves getting involved in all that the community has to offer. Her family is truly among Nebinger's biggest fans! The incredible resources and opportunities the school provides--from Frama Club and Rock Band to Choir--are just a few of the many things that make Nebinger so special to her family.

Annie is excited for the year ahead and grateful for the opportunity to be a part of such a wonderful school community!

Vice President of Elementary School

Susan DeCarlo is a mother to two girls, Mary Kate and Claire, at Nebinger and is honored to serve as Vice President of Elementary. Nebinger has become a second home for her family, and she is passionate about helping create a warm, connected, and supportive school community for all children and families. 

 

Bringing families together, making events feel welcoming, and encouraging parents and caregivers to get involved are especially important to her. Whether helping behind the scenes, answering questions, pitching in at events, or connecting families with one another, she believes small acts of participation help create a stronger and more joyful school experience.

 

A DELCO native and lifelong Philadelphia sports fan, Susan has lived in Bella Vista with her family for more than 10 years and proudly has the accent to match—WOODER ICE, anyone? In 2021, she battled and beat cancer - an experience that shaped her perspective on life and strengthened her commitment to building meaningful connections, showing up where she can, and giving back to the communities that shape her children’s lives

 

Professionally, she has more than 15 years of experience in the electricity industry, with work ranging from power plant development to utility rate design. As a strong renewable energy advocate, she has also supported efforts to bring solar energy to Philadelphia school buildings and has experience bringing diverse stakeholders together.

Outside of PTA life, she enjoys spending time with her family, exploring neighborhood activities, exercising, and trying new foods.

 

She is excited to support the continued growth of the PTA and help create an inclusive and welcoming environment for all Nebinger families.

Secretary

Danielle Brown is a dedicated parent, community leader, and proud second‑generation alumna of Nebinger Elementary School. As the mother of an upcoming third‑grade student, she remains deeply committed to supporting the school’s mission, strengthening family engagement, and fostering a positive, inclusive environment for all Nebinger students and parents.

 

Professionally, Danielle serves as a Judicial Coordinator, where she assists court personnel in navigating daily processes, improving efficiency, and ensuring smooth operations. Her role requires exceptional organization, communication, and professionalism—skills she brings to every leadership position she holds.

 

Danielle is also the Girl Scout Leader for Troop 9283, where she upholds strong values, moral leadership, and mentorship for her young scouts. Through her leadership as a team player, the troop has achieved significant accomplishments, including raising over $20,000 in cookie sales this past season. Danielle has coordinated troop events and meetings, created itineraries, managed communications across ClassDojo and GroupMe, and sent more than seventy troop updates to keep families informed and engaged. She has also led fundraising efforts and supported PTA‑related activities, including posting community updates and helping promote school events.

 

Her leadership style is rooted in clear communication, honesty, consistency, and presence. Danielle believes strongly in showing up—for her child, her scouts, and her school community. She values diversity, open‑mindedness, and the importance of welcoming different perspectives and skills. She is committed to ensuring that every family feels seen, heard, and included.

 

As PTA Secretary, Danielle brings a proven record of organization, service, and community dedication. She is prepared to support the PTA with professionalism, transparency, and a genuine passion for helping Nebinger Elementary continue to thrive.
